Risks in healthcare need to be managed at the level of individuals - patients/service users and staff - and at the level of organisations.  

Managing risk to individuals involves ensuring that decisions are made in partnership with people, helping them to make the choices about their treatment and care that are best for them as individuals.  This includes having open and honest discussions with individuals so that they can weigh up the risks and benefits of different courses of action.

At organisational level, organisations have a responsibility to manage risk to protect staff and patients/service users from harm and to provide safe and effective care which meets the needs of individuals.
